Collaboration plan
                             (as proposed on Pickens Plan)


1.
scope: To fulfill the small wind farm and municipal utilities market.
Those with the desire to erect limited sized fields could remove
or minimize the communities draw from the main power grid.
Thus reducing the need for more coal fired units.

2.
need: The large wind turbine, tower and blade manufacturers are not interested
in selling the equipment to the small companies and community utilities.
This leaves a tremendous niche unfilled.

3.
action: The proper response by responsible investors, inventors and
fabrication facilities, is to form a collaboration to fill this niche.
The following list of categories must all unite in a single effort.
This is where real jobs will be created in America.
a. Management, Sales and Lobbyists
b. Investors and Accounting firms
c. Scientists, Engineers, Technicians, Welders, Machinists and Inventors
d. Tower fabrication facilities (existing fabricators or can be built)
e. Transmission tower facilities (existing fabricators or can be built)
f. Turbine fabrication facilities (existing fabricators or can be built)
g. Fiberglass molding facilities (existing fabricators or can be built)
h. Electrical contractors
i. Construction contractors

4.
Fabrication facilities:
a. The tremendous boost of jobs in the above listed fields would benefit
all of America and aid in our energy independence. Skilled people all
over this country are needing jobs that create a future for all.
b. Building and tooling of new construction could be delayed by
out sourceing components within the United States. Many companies
have the capability of producing sub-components involved.

5.
Scientists, etc.:
a. Within the community we call the United States, we have the skilled,
educated and dedicated professionals that have been discarded by
corporate America outsourcing the jobs overseas.
b. Engineers and Scientists need to pool their skills to design these units.

6.
Management:
a. This plan is feasible, only, if the niche is opened by those with the
skills to persuade communities to supplement their grid footprint.
b. The hold that utility companies have on the power grid, will need to be
legislated to allow the communities to act on the desire to reduce their
foot print. Local, regional, state and federal regulation needs to be
instituted to release the grip of the utility companies. The existing grid,
could handle the reduced draw and supply that power to other markets.
c. Management skills to run the operations and organization.

7.
Construction and Electrical:
a. These skilled contractors will be required to put into place,
the infrastructure of fabrication facilities and transmission infrastructure.

8. This collaboration is an absolute necessity for this country to win
the
war on foreign energy dependence.
